DXC delivers modern permitting platform

A new digital regulatory and permitting platform built for South Australia’s Department for Energy and Mining (DEM) by DXC Technology is said to provide a scalable foundation for future regulatory innovation and the continued digitisation of government services.

DEM’s Minerals and Energy Regulation System (MERS) represented a “significant milestone in the modernisation of mining and exploration regulation in South Australia”, the department’s executive director, regulation and compliance, Paul De Ionno said.

“MERS provides the industry with a more transparent, efficient and user-friendly experience, helping existing and prospective explorers make informed decisions about investing in our state.

“As the state continues to unlock opportunities in copper, critical minerals and magnetite iron ore, MERS provides the digital foundation to support growth, innovation and future AI-enabled regulatory services.”

New York Stock Exchange-listed DXC described MERS as an integrated digital platform built on Microsoft Dynamics 365, Power Platform and Azure to bring together licensing, assessments, compliance, royalties, financial management and reporting capabilities. It replaced legacy systems and manual processes with streamlined online services that improved transparency, enhanced customer experience and supported more efficient regulatory assessment and decision-making.

DXC Technology Asia Pacific and Japan president Robert Le Busque said the platform provided industry, stakeholders and other government agencies with a simpler and more connected way to interact with the department.

“As a Microsoft Frontier Partner we look forward to leveraging our expertise across Microsoft and leading future AI transformation for the public sector and industry regulators,” Le Busque said.

IMARC 2026 sponsor DXC provides mission-critical IT services and digital transformation to more than 280 public sector and government clients across 25 countries.

The company says it specialises in modernising legacy architectures through secure cloud migrations, automating continuous compliance auditing and managing over 450 million digital identities globally.
